A Better Way:
Reforming Healthcare for Texas Families.

As a Registered Independent & MAGA Libertarian running for Congress in Texas's 30th District, I believe healthcare should empower individuals, not trap them in a bloated government bureaucracy or unaffordable private plans.
Freedom means access to quality care without breaking the bank—putting responsibility back in the hands of hardworking Texans.
My plan builds on the successes of Medicaid while introducing smart competition to drive down costs and expand choices.
No more "failed business models" like the ACA's subsidy treadmill. Instead, a streamlined, state-tailored system that makes the American Dream affordable again.
This isn't about big government overreach—it's about limited, efficient intervention to protect the middle class, close coverage gaps, and let free markets thrive.
By raising Medicaid eligibility, creating a premium-based buy-in option, and adjusting for cost of living, we'll cover more Texans at lower costs, force private insurers to compete, and save billions.
Here's how it works:
1. Solving the Low-Income Crisis: Expand Medicaid Eligibility. Too many low-income Texans fall through the cracks of the ACA, stuck in non-expansion states or facing subsidy cliffs.
My plan raises the income threshold for Medicaid to 200% of the federal poverty level (FPL)—about $30,000 for an individual or $62,000 for a family of four in 2026—closing the coverage gap for 2-3 million nationwide, including hundreds of thousands in Texas.
Why it works: Medicaid is cheaper and simpler than ACA subsidies. Out-of-pocket costs drop to near-zero (vs. $500+ annually on marketplace plans), with comprehensive benefits like preventive care, mental health, and no surprise bills.
Cost savings: Federal government covers 90% (states just 10%), reducing uncompensated hospital care by $10 billion yearly for states. Total per-enrollee spend: $5,700-$8,400 vs. $6,400+ in subsidies—83% lower societal costs.
Texas impact: Ends the "coverage cliff" in our district's urban and rural pockets, boosting health outcomes (averting 19,200 deaths annually nationwide) and economic mobility.
This isn't welfare—it's a hand up, with work incentives tied to self-sufficiency, aligning with Reagan's vision of personal responsibility.
2. Middle-Class Relief: Premium-Based Medicaid Buy-In.
For families earning up to a cost-of-living (COL) adjusted $100,000 (e.g., $60,000 in low-COL areas like parts of TX-30, up to $100,000 in high-COL Dallas suburbs), a voluntary buy-in lets you access Medicaid's robust network by paying scaled premiums—0-8.5% of income, far below ACA rates.
How it scales: Below 200% FPL: $0 premiums. 200-400% FPL: 2-6% of income (e.g., $50-200/month for a $50k earner). Up to COL-adjusted threshold: 6-8.5% (capped for affordability).
Better benefits: No high deductibles ($1,000+ on ACA plans), low copays ($0-5), and full coverage for dental, vision, prescriptions, and long-term care—covering 94% of costs vs. ACA's 70%.
Tailored to Texas: States set COL thresholds using tools like regional price parities (e.g., lower in affordable ZIPs like 75216, higher in pricier areas). This reduces national enrollment by 24%, saving $100 billion annually while focusing aid where it's needed most.
Families keep their freedom to choose providers, with automatic enrollment linked to tax filings—no annual shopping hassle.
3. Igniting Competition: Lowering Private Premiums for Everyone.
Private insurance stays an option, but real competition from this buy-in will slash rates by pulling high-cost enrollees (100-250% FPL) into a healthier risk pool—dropping unsubsidized premiums 12-22% ($70-110/month savings on benchmark plans).
Eliminates the Current ACA Challenge: My Plan ends the ACA and offers better Healthcare options with Projected Savings.
Shifts costly low/middle-income to buy-in 7-15% premium drop (like in Medicaid expansion states) and Addresses Provider Overcharges:
Medicaid rates (72% of Medicare) would pressure negotiations for the 10-20% spillover to private plans. With a Stable public option as a "safety valve" It avoids 20-50% hikes and compounds yearly.
Precedents like Washington's public option (8-14% below average) and Minnesota's buy-in (15% lower premiums) prove it.
Insurers innovate or lose—benefiting employer plans and high-earners too. The Results: Healthier, Wealthier Texans
For families: 10-20 million more covered, less medical debt, better preventive care—turning renters into stakeholders in their health.
For taxpayers: $80-120 billion federal savings yearly, with states' 10% share offset by reduced ER overuse and economic boosts (e.g., +1% GDP from healthier workforce).
For freedom: Minimal intrusion—opt in/out anytime, no mandates. Ties to my broader platform: Pair with trade-school credits for mortgage boosts and term limits to end lobbyist-driven gridlock.
Freedom has responsibility. Responsibility has pride. Pride has ambition. Ambition has productivity. Productivity has prosperity. Prosperity has Freedom. It's a beautiful cycle—and affordable healthcare is the key to keeping it turning for TX-30 families.

Improving life in District 30
I want to create a non-profit center in Texas District 30 that integrates local businesses like HEB for part-time youth internships, with wages redirected as donations to fund free tuition for music, sports, and vocational programs, offering inner-city youth work experience, skill-building, and pathways out of poverty—while addressing economic and social challenges in areas like South Dallas.
Providing work experience through part-time jobs (e.g., shelf stocking at HEB) giving youth practical skills and resume-building experience, addressing the district’s high unemployment rates among young adults. This would open doors to careers in retail, trade work, logistics, and other growing Dallas industries.
Provide educational funding by redirecting wages to fund tuition for music, sports, and vocational programs without relying solely on grants or public funds.
This program would generate an estimated $800.00 a month of revenue per student
Thus 1000 students participating would generate $800,000.00 revenue per month to be used for teacher salaries and facility costs.
Local business engagement involving businesses like HEB, a trusted Texas brand, Amazon, Walmart, and other large retailers would help build community trust and leverage Dallas’s strong retail and logistics sectors.
The tax deduction incentive could attract participation from small and large businesses alike.
This program Aligns with district needs as District 30’s median household income of less than ($50,000) and poverty rates above (20%) highlight the need for accessible job training and educational programs. My initiative directly tackles these by offering free programs and real-world experience.
The focus on internships aligns with voter priorities in urban Democratic districts, where 68% of residents support youth employment programs.
This plan complements my campaign’s emphasis on personal responsibility and community-driven solutions, echoing my earlier discussions on empowering constituents. It provides practical, innovative ideas rather than traditional government handouts, by aligning businesses as partners through tax incentives, and positive community recognition. In short, It's good for businesses and the kids.

This should appeal to both voters (who value youth opportunity) and to voters (who favor private-sector involvement) The incentive of tax breaks for participants, without creating higher taxes to the public should appeal to all. The IRS allows deductions for charitable donations, but the structure (wages donated directly to the non-profit would fall under that category.

Establishing the center as a 501(c) Non-profit to receive donations though a redirection of earned wages through an internship. Internships have a long history of acceptance in the White-Collar job market that offer work experience without compensation. This program would offer internships with educational compensation along with resume building and networking possibilities with training and education through vocational jobs.
Offering construction courses to culinary or mechanic internships. Offering micro credentials that would open the job market and create diverse opportunities while also offering elective courses in Music and traditional Sports related workshops. This is critical to expand opportunities for our children beyond the boundaries of District 30. This would not be competing with existing programs (e.g., Dallas ISD’s career academies or Boys & Girls Clubs) but would complement these existing programs.
It would engage large and small businesses in District 30 and open opportunities for employment throughout Dallas by strengthening our youth's communication, professionalism and teamwork skills preparing for professional environments, while addressing a common employer complaint in Dallas’s job market.

Empower
Growth
Craig Cleveland Texas District 30 Congressional Candidate.
Ronald Reagan was one of my Role Models growing up. It was because of him that I joined the Republican Party when I turned 18. Do you ever wonder what happened to his Vision of America? After 4 years of bad policies, I hope that Trump will continue to be the leader we need to bring it back.
How did the establishment Republican Party stray so far away from the ideas that brought our country to greatness?
Don't you wish there were more people in Congress who actually represented you instead of the rich, the connected and the lobbyists?
Do you feel left out of the political process in our Country?
Would you feel more hopeful in our Country's future if you felt it wasn't a rigged game, and that the average citizen could be elected to office?
This is why I decided to run for congress. The MAGA ideology is more like Ronald Reagan's ideology than the current establishment politicians in office.
It's time congress helped Trump bring us back to Reagan's vision of the American Dream.
I believe (just as Reagan did) that YOU the American people are the Country's biggest asset. I believe that YOU are the reason this Country is great. I believe that YOU should be telling the government what to do. NOT the other way around.
I believe that Freedom was a hard-fought battle to achieve and that you are intelligent enough to not let it slip through your fingers. I believe that you aren't fooled by the lies and double talk that the establishment try to peddle as truth.
I believe that once you have the choice of a voting for a true alternative to the globalist currently in office. You will see that you're not stuck just voting for the lesser of two evils.
I believe that once you have a choice to vote for someone that truly represents the blue-collar working class. Because I am the blue-collar working class That you will decide to join us in our fight to restore America to its former glory.
Freedom has responsibility. Responsibility has pride. Pride has ambition. Ambition has productivity. Productivity has prosperity. Prosperity has Freedom!!! It's a beautiful cycle.

WELCOME
I'm a Registered Independent and I consider myself a MAGA Libertarian.
The MAGA ideology isn't exclusive to the Republican party. It's an America First ideology that encompasses all who value common sense.
We represent the average blue collar American because we are the average blue collar American. We represent the middle class because we're rooted in the middle class. We represent common sense because we have common sense.
A MAGA Libertarian believes that smaller government equals less government spending resulting in lower taxes. We know that lower taxes will stimulate the economy, increasing our G.D.P. creating jobs, and raising tax revenue through prosperity.

Most Americans are not entrenched in Far Left or Far Right ideology. We know that the Far Left and the Far Right are just flipsides of the same coin. Neither side of extremism cares about the repercussions from their policies on the average American. That's why MAGA was born.

The establishment Republicans portray themselves as champions of this principle. However, they are just as bad as the Democrats when it comes to spending your tax dollars. The last time the Republicans shrank government was during the Reagan years.

George Bush lowered taxes but immediately squandered any benefit with increased spending on bigger government and two costly foreign wars. We're anti-foreign wars, anti-globalism, anti-big government, anti-woke cancel culture.
I want to send a message to those, out of touch, out for themselves, out of ideas, career politicians on both sides of the isle.
The time has come for "WE THE PEOPLE" to take our Country back. I want to help President Trump do that and Make America Great Again.

Freedom has responsibility. Responsibility has pride. Pride has ambition. Ambition has productivity. Productivity has prosperity. Prosperity has Freedom. It's a beautiful cycle.

About Craig Cleveland Campaign
Meet the Candidate
Craig Cleveland Texas District 30 Congressional Candidate.
I believe the role of government in a Republic is to provide a strong national defense, secure borders, maintain a quality infrastructure, provide emergency services and law enforcement for safety and to protect individual rights. Beyond these basic functions, government intervention in personal lives, the economy, and social issues should be minimal.

I'm strong advocate for the blue-collar middle class and individual freedom. I will vote for your interest because I share your interest. I prioritize individual freedoms and will fight for your rights against overzealous government authority. I believe individuals should have the autonomy to make their own choices in life, as long as these choices do not harm others.

As a MAGA Libertarian, I believe in a free-market economy where individuals can freely exchange goods and services with minimal government regulation. Individuals should be free to engage in economic activities with limited government interference, which leads to innovation, entrepreneurship, and wealth creation. I believe this maximizes economic freedom and efficiency.

I recognize that anyone can fall on hard times and need temporary economic assistance. However, systems like welfare with no incentives to become self-sufficient and better their lives are more suppressive than helpful.
I will advocate for temporary monetary assistance combined with options such as trade school, Junior College courses teaching employable life skills such as business management training. This principle asserts that a helping hand should be a hand to lift an individual up not promote dependency.

I put a strong emphasis on personal responsibility and believe Individuals are best suited to make decisions about their lives, including education, healthcare, and lifestyle choices, without over intrusive government oversight and suppressive regulations.

I believe that any aggression against persons or property is obviously wrong. I support the right to self-defense and I'm an ardent defender of the 2nd amendment and open carry laws.

I believe the 1st amendment is the cornerstone of a healthy society. Freedom of speech, religion, and lifestyle choices are God given rights and should never be infringed on by government.

I will be a strong advocate for property rights as they are the cornerstone of economic freedom. Individuals should have the right to own, use, and dispose of their property as they see fit, as long as it doesn't harm others.

My campaign will focus on delivering transparent campaign updates, outlining clear policy positions, engaging in extensive community outreach, and providing innovative ideas for positive change.

My website features comprehensive policy ideas aligned with MAGA Libertarian Center Right ideology. An upcoming event calendar, volunteer sign-up form and of course a campaign donation link.

Freedom has responsibility. Responsibility has pride. Pride creates ambition. Ambition creates productivity. Productivity creates prosperity. Prosperity has Freedom. It's a beautiful cycle.

Craig Cleveland 2026 Candidate for Congress Tx. D-30
I have a plan for term limits that I think would be able to pass both the House and Senate, and I believe President Trump would sign it into law.

Here is my plan:
Term limits would only apply to newly elected first term House of Representatives members such as myself if elected and future members. Politicians already in office serving their second term and beyond would be exempt from the new law. I believe this compromise would be the key to passing the reforms needed.
The House of Representatives would be limited to 4 terms for a total of 8 years. They would then either retire or seek a higher office.
I would advocate for the Senate terms to be shortened to 4 years instead of 6 with a 2-term limit totaling 8 years also. Once both of these term limits have been reached for a total of 16 years. They could either retire or run for President.
If a politician is successful in reaching all the allowed term limits including the presidency. This would be a maximum total of 24 years holding a federal office position.
This would only apply to federal government offices. It wouldn't exclude them from running for state offices after maxing out their federal term limits as that would be a state issue as per the 10th amendment. This would address the argument that term limits could force a proven and effective politician out of office.
There would be no excuse for the House and Senate to vote against the bill I would introduce, and any politician that did could easily be held accountable in the next election cycle.
Pew Research Center: A significant majority, around 82% of adults, support limiting the number of terms members of Congress can serve. This proposal has strong support across party lines, with 56% strongly favoring it.
Gallup Poll: Three-quarters of Americans support term limits for Congress members, with similar support across Republicans, independents, and Democrats.
With the overwhelming majority of American voters wanting term limits, it would be political suicide for them to vote against it. Term limits are crucial to a healthy Republic.
However, career politicians would never vote to give up their jobs as we've seen with past halfhearted attempts.
Most politicians forget what it's like to be a regular citizen after just 8 years of holding office. We need new uncorrupted eyes, ears and voices rotating into government on a more regular basis.
This would result in politicians who are still loyal to their constituents rather than corporate lobbyists and their globalist cronies in Washington.
We need to end lifetime career politicians and bring Government back to the people as originally designed. "By the People for the People." Not the Rich for the Rich.
This is just one of the issues I would work hard to get passed in congress if elected.
Sometimes you have to give a little to gain a lot. We need to look at the long-term benefits rather than immediate gratification.
Freedom has responsibility. Responsibility has pride. Pride has ambition. Ambition has productivity. Productivity has prosperity. Prosperity has Freedom. It's a beautiful Cycle.

Craig believes that in a Republic the government's role is to provide for a strong national defense, a secure border, maintain a quality infrastructure, provide emergency services and provide law enforcement that protects the citizen without violating the constitution and individual rights.

Tariffs are a bad idea said the Far-Right Globalist.
Tariffs are a bad idea said the Far-Left Globalist.
Tariffs are a good idea, and a great negotiating tool said the blue-collar Nationalist.
But it's not really about the Far-Left or Far-Right. We already see they're just flipsides of the same coin.
It's about Nationalism vs. Globalism.
MAGA wants to bring manufacturing jobs back to the U.S. and buy products with the Made in America Label. We want to put America First in all categories and manufacturing is high on the list to accomplish this goal.
If Globalist policies where good ideas for America, they wouldn't need to use manufactured fear and villainize tariffs to undermine President Trump.
A good idea stands on its own merit just as the use of tariffs as a negotiating tool has proven. One only has to look at President Trumps use of tariffs and the results he's achieved using them as leverage.
Globalism is an Ideology that only benefits the richest corporations and their paid puppets in government. It's for all of these reasons, I Love Tariffs!
Freedom has responsibility, Responsibility has pride, Pride creates productivity, Productivity creates prosperity, Prosperity has Freedom. It's a beautiful cycle.
